What “broad-based” means
It means the state generally taxes personal income such as wages and salaries. “No” does not mean tax-free: a state may still collect sales, property, business, local, or special taxes.

Washington does not tax wages or salaries through a broad-based personal income tax. It does impose an excise tax on certain long-term capital gains.
New Hampshire changed in 2025
New Hampshire’s tax on interest and dividends was repealed for tax periods beginning on or after January 1, 2025.
